Solidaritätsaufruf für koreanische InternationalistInnen

Die AktivistInnen der Socialist Workers League of Korea sind weiterhin von der Repression des Staates bedroht und brauchen dringend Unterstützung. Wir erhielten den folgenden internationalen Aufruf der 8 angeklagten GenossInnen der SWLK:

“Das Gericht hat folgendes Urteil gefällt:

1) Oh Se-cheol, Yang Hyo-sik, Yang Joon-seok and Choi Young-ik wurden wegen Verstoß gegen das Nationale Sicherheitsgesetzt zu 1 1/2 Jahren Haft verurteilt, die Strafe wurde jedoch für drei Jahre auf Bewährung ausgesetzt. Zusätzlich wurden sie zu einer Geldstrafe von 500 000 won (ca. 500 Dollar) wegen Verstoß gegen das Versammlungs-– und Demonstrationsrecht verurteilt.

2) Park Joon-seon, Jeong Won-hyun, Nam-goong Won and Oh Min-gyu wurden wegen Verstoß gegen das Nationale Sicherheitsgesetz zu einem Jahr Haft verurteilt. Die Strafe wurde für 2 Jahre auf Bewährung ausgesetzt. Auch sie wurden zu einer Geldstrafe von 500 000 won wegen Verstoß gegen das Versammlung –und Demonstrationsrecht verurteilt.

Diese Gerichtsentscheidung hat folgende Konsequenzen:

1) Die SWLK (Socialist Workers League of Korea) wird als eine Organisation angesehen, die durch Propaganda und Agitation die nationale Sicherheit gefährdet und gegen Artikel 7 des Nationalen Sicherheitsgesetzes verstößt.

Die zeigt einmal mehr den Charakter der koreanischen Justiz auf die als Teil des Staatsapparates im Dienste der kapitalistischen Klasse steht.

2) Die Aussetzung der Strafen auf Bewährung kann als Resultat der koreanischen und internationalen Protestbewegung gesehen werden. Die Aussetzung auf 3 Jahre Bewährung bedeutet, dass die Verurteilung nur unter der Bedingung nach 3 Jahren ablaufen kann, dass keine weiteren Straftaten oder Verurteilungen vorliegen. Wenn es aber in den nächsten 3 Jahren zu einer weiteren Verurteilung kommt, tritt die Haftstrafe in Kraft und wird auf andere Verurteilungen angerechnet. Die vorübergehende Aussetzung auf Bewährung ist also nur geringfügig besser als eine unmittelbar verhängte Haft.

3) Wir die 8 Angeklagten werden gegen dieses Urteil vor dem Obersten Gerichtshof Revision einlegen. Wir leben und handeln weiterhin als revolutionäre SozialistInnen und werden uns von der politischen Repression des koreanischen Staatsapparates nicht einschüchtern lassen.

Solidarität mit ArbeiteraktivistInnen in Südkorea

Dringender Appell:8 ArbeiteraktivistInnen aus Südkorea sind von 5 bis 7 Jahren Knast bedroht

Am 3. Dezember 2010 hat die Staatsanwaltschaft in Seoul Haftstrafen zwischen 5 und 7 Jahren für Oh Sei-chull und weitere Mitglieder (Yang Hyo-seok, Yang Joon-seok, Choi Young-ik, Park Joon-seon, Jeong Won-hyung und Oh Min-gyu) der revolutionär-sozialistischen Gruppe Socialist Workers‘ Alliance of Korea (SWLK) gefordert. Diese AktivistInnen der koreanischen Arbeiterbewegung sind nach Südkoreas berüchtigtem Gesetz für Nationale Sicherheit angeklagt (das Gesetz wurde 1948 eingeführt und sieht theoretisch immer noch die Todesstrafe für „pro-nördliche“ Aktivitäten vor). Den acht Militanten aus der SWLK, die sich als InternationalistInnen für eine Arbeiterrevolution in beiden koreanischen Staaten einsetzen, wird außer der Tatsache, dass sie SozialistInnen sind, kein spezielles Verbrechen vorgeworfen. Tatsächlich aber richtet sich die Anklage gegen ihre Interventionen in mehreren Streiks und Bewegungen seit 2007. Dies ist seit vielen Jahren der erste Fall einer derartig krassen Repression nach dem Gesetz für Nationale Sicherheit. Der Fall muss im Zusammenhang mit der scharfen Rechtswende (wie der Zerschlagung des Streiks bei Ssangyong Motor Co. 2009) der südkoreanischen Regierung seit dem Amtsantritt von Präsident Lee Myong Bak 2008 gesehen werden. (Tatsächlich dienten während des Ssangyong-Streiks verteilte SWLK-Flugblätter im Prozess als wichtige Beweisstücke.)

Die Staatsanwälte haben seit 2008 schon mehrmals versucht, Mitglieder der SWLK vor Gericht zu stellen. Bis zum letzten Dezember lehnten die Gerichte die Eröffnung des Hauptverfahrens immer wieder ab. Es ist durchaus möglich, dass eine Flut von Protest-Mails an Richter Hyung Doo Kim vom zentralen Bezirksgericht Seoul (Seoul Central District Court) dazu beiträgt, dass bei der Urteilsverkündung am 27. Januar niedrigere oder gar keine Strafen verhängt werden.

Zur derzeitigen Krise auf der koreanischen Halbinsel

Folgende Einschätzung von der Webseite Frontlines of Revolutionary Struggle scheint (unabhängig von der Frage, wer zuerst geschossen hat) Hand und Fuss zu haben, wenn wer Statements aus der Linken in Südkorea hat, bitte melden und als Kommentar verlinken!

Based on our present knowledge, the latest armed clash between North and South Korea is based on this sequence of events: Large numbers of South Korean forces were conducting military exercises near the border with North Korea; North Korea warned South Korea to call off its military maneuvers; and then an exchange of artillery fire took place. Just the same, the US and Western imperialist press immediately charged that this was an “unprovoked attack” by North Korea. Obama immediately ordered the George Washington aircraft carrier to sail to South Korea to conduct “joint exercises” in a show of solidarity with the South Korean government. As the article posted below points out, the dispatch of this aircraft carrier to the North China Sea is also meant to send a message to the Chinese imperialists to place more pressure on North Korea to back off militarily. The US imperialists are well aware that China is the only country with any leverage over North Korea, since it supplies most of North Korea’s energy and food. China does this not out of “socialist solidarity” (neither of them are socialist), but to keep North Korea from collapsing, generating a flood of refugees into China. Even more importantly, a disintegrating North Korea could lead to a unified Korea, with a US military presence on China’s border.

The South Korean government claimed that it was the victim of North Korean “aggression,” and threatened to launch air strikes on North Korean artillery bases. It also received assistance from the bourgeois media in ensuring that its responsibility for the armed clash would not be subject to public scrutiny. This response points to the “carrot and stick” approach of the South Korean government and the US imperialists to the North Korean government. The “stick” has consisted of tight economic sanctions and constant military pressure (including initiating some of these armed clashes) that forces the North Korean government to match South Korean military spending. The “carrot” is the offer of substantial economic aid and investments (in export processing zones) if North Korea agrees to discontinue its nuclear weapons program.

There are two reasons underlying North Korea’s policy of engaging South Korean forces in “lightning” military actions (see the history of armed actions from 1999 to the present below): First, these continual armed clashes maintain political legitimacy and stability for a weak North Korean regime by raising the level of nationalism and reinforcing the official line that North Korea is under perpetual siege from the US and South Korea. Second, the hereditary “communist” dynasty that has ruled North Korea for decades is in a desperate economic situation, and is having great difficulty maintaining its huge military forces. To handle this situation, the North Korean government has been expanding its nuclear weapons program and engaging the South Korean military in small actions as bargaining chips for extracting the largest amount of economic aid as possible from South Korea and the US. This is a high-stakes gamble. The recent actions of the North Korean government will more likely lead to tighter Western sanctions and increased US pressure on China to force North Korea to back off from its military/nuclear ambitions–and come to terms with South Korea and US imperialism.-

Jährliche Übersicht des IGB über die Verletzungen von Gewerkschaftsrechten 2010

Die aktuelle, vom (sozialpartnerschaftlich dominierten) IGB produzierte Übersicht kann hier eingesehen werden. Laut IGB wurden 2009 mindestens 101 GewerkschafterInnen ermordet (im Vorjahr mindestens 76), davon 48 in Kolumbien, 16 in Guatemala, 12 in Honduras, 6 in Mexiko, 6 in Bangladesch, 4 in Brasilien, 3 in der Dominikanischen Republik, 3 in den Philippinen, 1 in Indien, 1 im Irak und 1 in Nigeria, von Inhaftierungen von GewerkschafterInnen wird u.a. aus Iran, in Honduras, Pakistan, Südkorea, der Türkei und Simbabwe berichtet. Zur Lage in der BRD wird folgendes angemerkt:

“Trotz solider Arbeitsbeziehungen sind einige Arbeitgeber nach wie vor gewerkschaftsfeindlich eingestellt. Es kommt zur Diskriminierung von Gewerkschaftsmitgliedern, und zum Teil wird mit gelben, mitgliederschwachen und wenig repräsentativen Gewerkschaften verhandelt. Hauptgrund zur Besorgnis ist allerdings weiterhin die Tatsache, dass Beamte generell kein Streikrecht haben.”
