After the elections in Tunisia

Maghreb Commission of the NPA

The first free elections drew most of the Tunisian population to the polling stations.[1] The first results show the Islamist party Ennahdha in the lead.

Nine months after the outbreak of the Tunisian revolutionary process and the departure of Ben Ali, the aspiration for democracy motivated Tunisians to take part in these elections. As this article is being written, the final results are not yet known and there are all sorts of rumours. One thing is certain, the Constituent Assembly will have very few women among its members: in fact, only seven per cent of the lists had put a woman in the number one spot, including among the parties which make long speeches about equal rights between men and women!

Success for Ennahdha

This election especially benefitted the Islamist movement Ennahdha, which has come out largely in the lead. Even though this party did not take part in the mobilizations that brought down Ben Ali, it drew respect because of its militants who had given their lives and the thousands of others who had been imprisoned and tortured under the dictatorship. Furthermore, it benefitted from colossal financial resources, coming in particular from wealthy former leaders of the RCD (Ben Ali’s party) enabling it to undertake charitable work, ensuring support from the poorest layers in society.

Ennahdha also benefitted from official propaganda which oriented the campaign towards its favourite theme: Arab-Muslim identity. And if Ennahdha allies with the CPR of Moncef Marzouki, these two formations could have an absolute majority in the Constituent Assembly. It should be noted that Ennahdha furthermore benefits today from the support of the imperialist powers. There is nothing surprising about that, for a party whose economic programme is closely aligned with the solutions recommended by the IMF and the World Bank, with their succession of privatizations, lay-offs and dismantling of public services. So there is nothing surprising about the fact that Barak Obama was the first to congratulate the Tunisians on the result of these elections. In addition to the retreat into identity-based attitudes and the serious threats which now endanger women’s rights in particular, and which are in the programme of Ennahdha, will the workers who revolted with cries of “a job is a right, gang of thieves!” have confidence for long in such a party, which will represent and guarantee imperialist interests in Tunisia ?

Setback for the radical Left

What also emerges is that the organizations of the radical Left are the big losers in this election. They stood divided, each organization thinking that only it incarnated the essence of radicality. Some, like the League for a Workers’ Left (LGO), finally decided to boycott it. As a result, the radical Left has only four people elected (three from the Workers’ Communist Party of Tunisia, one from the Movement of Democratic Patriots).

Development of struggles?

After the elections, the situation of the workers has not changed, and that will be the principal disillusion for many of them. The role of revolutionary militants will then be more decisive than ever. Indeed, it will be necessary to struggle against the continuation of the neoliberal policies which Ennahdha intends to implement, as well as the foreseeable attacks against women’s rights. The many trade-union and political activists and who had more or less deserted the terrain of struggle since the beginning of the summer in order to engage in the electoral campaign will have the heavy task of helping the mobilizations which will not fail to develop.

This is an updated (Ocotober 31st) version of an article published in the October 27th issue of Tout est à nous, weekly paper of the New Anticapitalist Party (NPA) in France.

The Maghreb Commission of the NPA follows closely the situation the countries of North Africa, especially the former colonies of France, also working with the political organisations based in the immigrant communities.

Nous rendons hommage au peuple tunisien qui a triomphé de la dictature. Nous nous inclinons avec recueillement devant le martyre de nos jeunes, filles et garçons.

Nous sommes fières des valeurs de modernité que notre pays a accumulées au cours des siècles, et en particulier du siècle dernier, de Tahar al Haddad au Code du statut personnel et aux lois postérieures qui le complètent. Nous sommes fières de ce patrimoine commun réformiste et progressiste que nous avons reçu en partage.

Nous proclamons notre adhésion – en tant que féministes – à la cause des femmes et notre engagement à poursuivre le combat pour l’amélioration de leurs conditions de vie publique et privée, ainsi que notre détermination à lutter :

* contre toutes les formes de discrimination et de violences envers les femmes, et qui sont inhérentes à l’ordre patriarcal.
* contre la marginalisation économique et sociale, le déséquilibre régional, le chômage dont les effets discriminants sur les femmes, les jeunes et les régions sont aggravés par la mondialisation et le libéralisme économique.
* contre les voix de la réaction qui attentent aux droits acquis des femmes au prétexte des spécificités religieuses et culturelles et enferment l’identité dans une vision fixe et prescrite.
* contre la répression, toutes les formes d’autoritarisme, comme les tentatives d’ajournement de la démocratie et de marginalisation politique, de même que le verrouillage médiatique et la fermeture des espaces publics.

Nous affirmons notre attachement aux avancées réalisées dans les domaines suivants :

* le statut personnel et des lois complémentaires de la famille qui représentent des sources positives de législation, et dont nous revendiquons la réforme dans un sens égalitaire.
* les droits économiques et sociaux, notamment les droits à l’instruction, à la santé, à la santé reproductive, au logement, à la sécurité sociale, et à l’emploi qui constituent des droits humains fondamentaux.
* la participation politique des femmes, qui doit concerner le renforcement de leur représentation dans l’espace public et l’amélioration de leur accès aux centres de décision
* des droits culturels et intellectuels et leurs corollaires la liberté d’opinion, d’expression et de création.

Nous déclarons notre détermination à militer pour l’amélioration de tous ces droits, en particulier à :

* faire barrage à toutes les tentatives de « passe-droits » des femmes au nom d’impératifs politiques ou religieux, notre position découlant de notre adhésion aux valeurs universelles que consacrent les conventions internationales relatives aux droits de la personne humaine.
* faire lever toutes les réserves à la Convention des Nations unies contre toutes les formes de discrimination à l’égard des femmes, et faire ratifier toutes celles relatives aux droits universels des femmes dans tous les domaines.
* consacrer les droits des femmes au travail, à la santé, à une instruction moderne qui inculque aux jeunes l’ouverture d’esprit, le respect de l’égalité et des différences, la répartition égalitaire des richesses et la lutte contre toutes les formes de discrimination, de marginalisation, de précarité et d’exclusion des femmes.
* intégrer la question des droits des femmes au nombre des priorités d’action de la société politique et civile en rendant opérationnel le principe de non discrimination entre les sexes, en garantissant dans la nouvelle constitution le principe de séparation du politique et du religieux, en donnant sa pleine réalité au principe d’égalité, en réformant les lois et les mécanismes de contrôle et en offrant à toutes et tous l’égalité des chances et les mêmes opportunités, en protégeant l’intégrité physique et morale des femmes.

Nous considérons ces principes et ces orientations comme essentiels à la réalisation de la citoyenneté pleine et entière des femmes, à l’édification de l’Etat de droit et à la garantie du développement humain durable de la Tunisie.

First of May 2011: Marching for Equality and Social Justice

Arab and Jewish Workers in Solidarity with our brothers in Cairo, Tunis and Damascus

Arab and Jewish workers who are organized in the independent union WAC- Maan and many of our allies in social and progressive organizations will march on April 30 in Tel Aviv to mark the First of May and demonstrate solidarity with fellow workers in Cairo, Tunis and Damascus. The slogan “Democracy, Equality and Social Justice” today unites all workers of the world. Our eyes are lifted toward the rebirth of the Arab world, toward the millions who are crying in the city squares: “Away with the dictatorship and for social justice!”

Gathering in Tel Aviv, farm workers and construction workers from throughout the country, as well as college teachers, truck drivers and waitresses—all organized in our trade union, WAC-MAAN- will join their voices to the call, shouting: “Away with the dictatorship of capital! Yes to equality! Yes to social justice!” From the heart of Tel Aviv, we applaud the turn to democracy now taking place in Egypt and Tunisia, and we declare our full support for the Syrian people in its fight for freedom.

The government of Israel frets anxiously over the fall of the dictatorships, which it has supported, covertly and overtly, for more than forty years. The Arab democratic revolution confronts Israel with the challenge of ending the Occupation, dismantling the settlements and joining the historical journey toward justice.

The Israel of today is a state without pity, a state of tycoons, a state of enormous social gaps, where a million workers (a third of the labor force) earn the minimum wage, where even the social workers have had to strike because they don’t earn enough to make ends meet, while the bankers and managers rake in millions.

In commemorating the First of May this year, we shall demonstrate for a fair wage to every worker, against all forms of discrimination, for equality to Arab workers, against unemployment, against the revolving door policy that enslaves migrant workers, against the damage that is now being done in education, health services and social welfare. We call on every worker to join us, because only by organizing will we be able to change our lives!

Stopp Hermes – damit alle gut ankommen!

Aufgrund der Ereignisse in Libyen flüchten viele vor der menschenverachtenden Repression und der ausufernden Gewalt über das Mittelmeer. Die Reaktion der EU beschränkt sich hauptsächlich darauf, den Start der Operation “Hermes” der Grenzschutzagentur Frontex vorzuziehen. Anstatt Menschen bei ihrer Flucht zu unterstützen, werden die Grenzkontrollen verstärkt, um sie somit daran zu hindern, nach Europa zu gelangen.

There are no exact parallels, but much of this reminds us of what happened in Poland in 1979-80. There, as in Egypt and Tunisia, we saw a mixture of a repressive, single-party state with trade unions that functioned as an arm of the ruling party. But there was also a network of NGOs that quietly worked behind the scenes, in workplaces and communities.

The result was the 1980 strike at the Lenin shipyard in Gdansk, the formation of Solidarnosc, and the end not only of the Communist regime in Poland but of the entire Soviet empire.

Today’s pro-democracy revolutions in Egypt and Tunisia are the culmination of that process, and where it will lead we cannot predict – though Poland does provide an appealing model.

The pressing point is that experts misjudged the tumult in Egypt and Tunisia largely because they ignored and overlooked the democratic aspirations of working-class Tunisians and Egyptians. To understand why so many authoritarian Arab regimes remain fragile, one need to only to look through the window on to the court of labour relations.
