Declaration of the Socialist Party of Central America

IT’S TIME FOR A GENERAL STRIKE AND POPULAR UPRISING AGAINST THE COUP PLOTTERS!

September 21, 2009

Influenced by the massive mobilizations of resistance on September 15th, President Manuel Zelaya made the bold decision to break the impasse by his appearance at the Brazilian Embassy in Tegucigalpa, defying the coup plotters.

Towards a revolutionary crisis

Zelaya’s return has caused a clear revival of popular mobilizations. Hounded, nationally and internationally isolated, the Roberto Micheletti government responded with curfews and martial law, threatening a large-scale slaughter, with the aim of preventing the outbreak of a popular uprising.

Until today, the coup leaders have clung stubbornly to power and do not dare to discuss the reinstatement of President Manuel Zelaya in government because they fear that this is the beginning of a popular upsurge that will inevitably acquire a revolutionary dynamic. With the return of President Zelaya, there has been a regrouping of the mass movement against the coup plotters. The political crisis in Honduras is tending toward a revolutionary crisis in a decisive and open confrontation between the two warring factions.

The danger of political negotiations

Although the Organization of American States (OAS), the United States government and the „international community“ have promoted the San Jose Accord swindle (negotiated by President Arias of Costa Rica), these political negotiations have failed. We are reaching a defining moment in the struggle.

Despite the fact that statements by President Manuel Zelaya have been conciliatory, in the sense that he has returned to Honduras to promote dialogue and reconciliation, the pro-coup insurgents are constantly wielding guns and threatening to take other action, which may include an assault on the embassy in Brazil, the capture of President Manuel Zelaya and a bloody crackdown on the movement of mass resistance.

Right now, when there is more strength and mass revolutionary determination supporting the perspective of revolutionary overthrow of the coup government, Secretary of State of the United States, Hillary Clinton said in New York that „now that President Zelaya has returned, it would be appropriate to restore his position „and „go ahead with elections scheduled for November, have a peaceful transition of presidents and return Honduras to democratic and constitutional order „(La Prensa 09/21//09).

The United States government is smoothly changing its position because it fears the revolutionary dynamic of events and therefore starts talking about elections, but under the reinstatement of President Zelaya.

For a general strike now!

It is time to call a general strike from the base of the unions and organizations of the popular movement. Micheletti must be toppled immediately, before the insurgents mount a counter-offensive, apprehend Zelaya and suppress the mass movement.

The Central American Socialist Workers Party (PSOCA) calls the National Front of Popular Resistance, the labor unions and other trade union federations to call a general strike in the productive sectors (factories, offices, tax collectors, ports and exports of goods).

We call for putting enterprises under the control of workers.

We call on civil servants to take over the ministries, agencies and government offices until Micheletti falls.

We call upon the workers and youth to fight for the nationalization of enterprises in all economic groups as well as the property of families who promoted the coup.

We also call on the workers and youth to struggle to convene popular committees in all factories, businesses and neighborhoods, with the objective of promoting the general strike and the success of the popular uprising against the government of Micheletti.

Defend the right to dissent

Facing the danger of a bloody crackdown, the Central American Socialist Workers Party calls for organized militias and self-defense squads in factories, workplaces, neighborhoods, universities and secondary schools.
