Jährliche Übersicht über die Verletzungen von Gewerkschaftsrechten 2012

Der jährliche Report des Internationalen Gewerkschaftsbundes (IGB) zur Verletzung von Gewerkschaftsrechten weltweit, ein auszug aus dem Vorwort:

„Bei der Verteidigung der Gewerkschaftsrechte setzen die Arbeitnehmer/innen zum Teil ihr Leben aufs Spiel. Während des Jahres 2011 kamen mindestens 76 Beschäftigte als direkte Folge ihrer Gewerkschaftsaktivitäten ums Leben, zusätzlich zu denen, die bei der Unterdrückung der Proteste im Zusammenhang mit dem Arabischen Frühling getötet wurden. Allein in Lateinamerika gab es 56 Tote, 29 davon in Kolumbien und weitere zehn in Guatemala – Verbrechen, die zumeist völlig ungestraft bleiben. Mindestens acht Gewerkschafter/innen kamen in Asien ums Leben. Auf den Philippinen wurden bei separaten Anschlägen vier Menschen erschossen, die alle eine führende Rolle bei der Verteidigung der Arbeitnehmerrechte gespielt hatten. In Bangladesch wurde der Vorsitzende einer Bekleidungsarbeitergewerkschaft zwei Jahre, nachdem die Regierung ihn wegen seiner Gewerkschaftsarbeit verprügelt hatte, brutal ermordet, und in Simbabwe starb ein einjähriges Kind, nachdem es die Nacht im Regen am Straßenrand verbracht hatte, weil seine Familie zu den Landarbeitern gehörte, die fristlos entlassen und vertrieben worden waren, weil sie es gewagt hatten, sich gewerkschaftlich zu organisieren.

Einige der Todesfälle gingen auf übermäßige Polizeigewalt zurück. In Südafrika starb ein Kommunalbeschäftigter bei Zusammenstößen mit der Polizei, in Indonesien wurden zwei Beschäftigte getötet, als die Polizei das Feuer auf Streikende eröffnete, und in Bangladesch kam ein Beschäftigter ums Leben, als die Polizei protestierende Chemiearbeiter angriff. Über weitere Fälle, bei denen Polizeigewalt zu Verletzungen und zum Tod führte, wurde in Sri Lanka, Pakistan, Indien, Ägypten und Nepal berichtet.

Es wurde vielfach über die Unterbindung von Streiks durch Massenentlassungen, Festnahmen und Inhaftierungen berichtet, u.a. in Georgien, Kenia, Südafrika und Botsuana, wo 2.800 Beschäftigte nach einem Streik im öffentlichen Dienst entlassen wurden. In Indien wurde streikenden Beschäftigten einer Ziegelbrennerei damit gedroht, dass die Eigner sie „töten und ihre Frauen vergewaltigen“ würden, wenn sie nicht an ihren Arbeitsplatz zurückkehrten. In Georgien beendeten ein Gouverneur und Dutzende Polizisten einen legalen Stahlarbeiterstreik, nahmen führende Gewerkschaftsvertreter fest und zwangen die Beschäftigten zur Rückkehr an ihren Arbeitsplatz. Auf Streiks wurde aber noch mit anderen Mitteln reagiert: In Südkorea wurden die Gewerkschaften wiederholt auf riesige Summen Schadenersatz verklagt, während in Australien von Arbeitgeber- und Regierungsseite aus mit Erfolg Gesetze geltend gemacht wurden, um Streikende zur Rückkehr an ihren Arbeitsplatz zu zwingen.“

Zur Situation der Rohingya-Flüchtlinge aus Birma in Indien

Zehntausende Rohingya – Birmanisch- oder Bengali-sprachige Muslime aus der Region Arakan bzw. Rakhine State im nordwesten von Birma wurden in den letzten Jahrzehnten v.a. nach Bangladesh aber teilweise auch nach Indien vertrieben, zu deren Situation der Artikel People With No Country? in der aktuellen Ausgabe der Liberation:

„Around 2000 Rohingya refugees from Myanmar, from 623 families from the northern Rakhine state in Myanmar have been in India for the past two years, forced to wander from one place to another in search of shelter and survival. They had been in Delhi since 9 April, to take up the matter of their refugee status with the United Nations High Commissioner for Refugees (UNHCR).“

Aminul Islam (1971-2012)

Aminul Islam, Aktivist des Bangladesh Centre for Workers‘ Solidarity (BCWS) und der Gewerkschaft Bangladesh Garment & Industrial Workers Federation (BGIWF), verschwand am 4. April und wurde am 6. April mit Folterwunden tot aufgefunden: nur zwei Wochen nachdem nachdem BCWS und BGIWF nach langjährigem Kampf gegenüber dem US-amerikanischen Textilkonzern Phillips-Van Heusen die Verbesserung der Arbeitsbedingungen durchgesetzt hatten. Aminul Islam war schon 2010 vom Inlandsgeheimdienst festgenommen und gefoltert worden und hatte in der letzten Zeit wiederholt geäussert, dass er um sein Leben fürchte.

Bangladesh: Free Moshrefa Mishu

Moshrefa Mishu.Moshrefa Mishu, President of the Garment Workers Unity Forum (GWUF), a trade union of the ready-made garment sector, was illegally arrested on 14 December 2010. The arrest occurred after mass protests of garment workers demanding the implementation of the increased minimum wage. While there was no warrant at the time of her arrest, Mishu is now facing three fabricated criminal charges. She has been ill-treated and threatened with death while in detention, and the police did not allow her to take necessary medicines with her. Mishu’s health has deteriorated as a result of ill-treatment and the subsequent denial of adequate medical treatment by politically-motivated doctors while in detention. It is urgent to intervene by insisting that the Government of Bangladesh immediately release Mishu Moshrefa and to drop the fabricated charges.

„Bulgaria’s Trud daily newspaper reported on 9 December that the church had earned about $8 million from the sale of candles, which is exempted by law from value-added tax.

The sale of candles was meant to cover the pay of priests, but in some smaller dioceses, not enough candles were sold to achieve this. The alternative was that priests were paid in kind by being given candles.

URGENT. Release Garment Workers Leader Moshrefa Mishu immediately, arrested on fabricated charges

Please circulate this message as widely as possible, and do everything you can think of. Rahnuma Ahmed.

Officers of the Detective Branch of police picked up labour leader Moshrefa Mishu, president of Garments Workers Unity Forum, from her home in Dhaka a little after midnight.

According to news reports, her sister Jebunnesa Jebu who lives with Mishu, said she was was taken away to the Detective Branch Headquarters for interrogation around 12:45am, 14 December 2010.

About a dozen police officers, in plain clothes except one, carried out the raid on the labour leader’s Bhuter Gali home in Kalabagan. The officers did not show any arrest warrant, said Jebunnesa, nor did they explain why she was being led away. After having initially denied her arrest, she has now been charged by the police with having instigated garment workers to go `berserk’ at Kuril.

The arrest occurred three days after thousands of Bangladeshi garment workers picketed factories in Dhaka demanding the implementation of a new minimum wage that should have come into effect last month. Demonstrations and picketing spread to the Chittagong EPZ, three people were killed and 225 injured in police clashes in Chittagong on Sunday. Police have arrested 33 people and lodged three separate cases against about 30,000 unknown people for Sunday’s deadly violence in the port city.

More than three million people, most of them women, work in Bangladesh’s garment factories, which make clothes for major Western brands, this includes Wal-Mart, Marks & Spencer and Carrefour.

State repression (killing, baton charges, firing tear gas, filing cases) upon workers who are fighting for implementation of wages officially agreed upon, makes a mockery of the democratic principles that Sheikh Hasina-led Awami League government claims to uphold. It is a matter of urgent concern that the police should release Moshrefa Mishu immmediately. The government should also release all garment workers who have been arrested, lift the cases against large numbers of people which is aimed at intimidating workers who are fighting for their rights, and should force factory owners to pay wages agreed upon earlier.

„Unruly garment workers clashed with law enforcers in Chittagong, Dhaka and Narayanganj out of grievances over wage yesterday leaving at least four people dead and 200 others injured.

The four including a garment worker and a rickshaw-puller were killed during a five-hour clash in and around Chittagong Export Processing Zone (CEPZ). The identity of the other two remained unknown. Labourers of other factories also joined the garment workers.

Police fired 600 rounds of bullet and 150 teargas canisters to disperse the agitating workers in the three places. They picked up at least 65 people including 30 in the port city.

The workers pelted law enforcers with brickbats and stones. They also damaged 11 garment factories and 20 roadside buildings.

The protesters set five vehicles ablaze and damaged 90 more bringing traffic on Chittagong Airport Road, Dhaka Airport Road and Dhaka-Sylhet Highway to a halt for hours.

The clashes led to the closure of the entire CEPZ in the morning and suspension of production at three factories in Dhaka and another in Narayanganj. The CEPZ houses 156 factories with 1,54,000 workers.

The left fails Muslim women

Muslim women fighting for women’s rights have been largely abandoned by the left, by human rights organisations, and by anti-racist campaigners.

That sums up the basic argument put forward by Gita Sahgal at a meeting held in Glasgow on 28 October as part of Black History Month 2010.

Sahgal left her post of Head of Gender Unit at Amnesty International earlier this year after Amnesty had ignored her complaints about the organisation’s collaboration with Islamists (specifically, Moazamm Begg and his “Cageprisoners” organisation).

Sahgal began her talk with excerpts from a documentary which she had helped make about war crimes committed by the Islamic-fundamentalist Jamaat-e-Islami in Bangladesh during its war of independence in the early 1970s. Members of the organisation massacred hundreds of thousands and committed mass rape.

Bangladesh achieved its independence. As a result of the growing influence of Islamism, it falls well short of being a fully secular state. But there is now an ongoing popular campaign to secularise Bangladesh, spearheaded by women and youth.

It was therefore wrong, concluded Sahgal, to see secularism as something imposed on other countries by the West.

From Bangladesh in the early 1970s Sahgal moved on to Britain in the late 1980s, dealing with the attempts to ban Salman Rushdie’s Satanic Verses, and the campaigning work undertaken by women in the Muslim community, such as Women Against Fundamentalism, in opposition to the increasing influence of Islamism.

Jamaat-e-Islami provided the link.

British Islamists who called for an extension of the blasphemy laws and for Satanic Verses to be banned included Bangladeshi Jamaat-e-Islami members who had migrated to Britain. The Islamist campaign against Satanic Verses also gave rise to the later emergence of the Muslim Council of Britain (MCB), in which Jamaat-e-Islami supporters continue to occupy leading positions.

Excerpts from documentaries which Sahgal had made at the time showed women from the Muslim community staging counter-demonstrations against the Islamist anti-Rushdie demonstrations, and also organising demonstrations in protest at domestic violence.

Their slogan was “Here to Doubt, Here to Fight”. This was an adaptation of the anti-racist slogan of the 1970s, “Here to Stay, Here to Fight”. It meant that women in the Muslim community were not prepared to surrender their right to question the social “orthodoxies” which the increasingly vociferous Islamists were wanting to impose on them.

But the excerpts from her documentaries also showed the start of a different political response to the reactionary Islamist mobilisation around Satanic Verses: a readiness by politicians to accept the Islamist leaders as genuine representatives of their communities, and a willingness to accommodate to their demands.

Both Labour and Tory MPs, for example, put their names to a Bill which sought to extend the blasphemy laws to cover Islam as well as Christianity. (By contrast, the late socialist Labour MP Eric Heffer was shown calling for the abolition of all blasphemy laws.)

This failure to confront Islamism and this accommodation to its political demands was described by Sahgal as “one of the most remarkable and saddest aspects of politics since the Rushdie Affair, or since 9/11 in 2001.”

Organisations like the MCB had been boosted and funded as government partners, supposedly providing a conduit into the Muslim community. As Sahgal pointed out, this was a continuation of an old colonial policy: to allow some self-appointed leaders to rule over their followers as they wished, provided that they kept them from rebelling against the colonial power itself.

In Afghanistan and Iraq the West had espoused the cause of women’s rights. But it had not hesitated to abandon the same cause by appeasing and forming alliances with Islamists. There could therefore be no reliance on Western governments to promote women’s rights.

On the left, organisations such as the Stop the War Coalition had boosted the Muslim Association of Britain (the British “section” of the fundamentalist Muslim Brotherhood) while the political party “Respect” was effectively an alliance between sections of the left and Jamaat-e-Islami supporters.

The MCB was not even prepared to recognise Ahmaddiya Muslims as Muslims, still less represent them (or, Sahgal might have added, defend them against the murderous attacks of Jamaat-e-Islami in Pakistan).

The Islamic Human Rights Commission, another Islamist organisation popular with the left, was concerned only with what it defined as the breaches of human rights of Muslims committed by Western governments (and Turkey) but did not lift a finger to defend the human rights of those oppressed by Islamist regimes such as Iran.

And yet, in the name of “anti-racism”, the bulk of the left and the bulk of the anti-racist movement had shrunk back from confronting the threat posed by the rise of Islamism as a political movement.

Nor was there any reason to suppose that the situation was going to improve in the immediate future as more funding was being made available for “faith-based” groups to fill the gap left by cutbacks in local-authority social services.

This would provide an opportunity for Islamist organisations not only to secure more funding from the government but also — as the holders of the purse-strings for local social expenditure — to exercise a greater degree of influence and control in Muslim communities.

Some of what Sahgal said was open to criticism. But it was refreshing to hear a spirited denunciation of Islamism and the threat it poses to women’s rights in particular.

It would have been better to have heard such a denunciation in a socialist meeting or in a trade union meeting rather than in the Glasgow Centre for Contemporary Arts.

But the venue for Sahgal’s talk underlined the point she was making: the bulk of the left, having accommodated to political Islam at the expense of women’s rights, would not be prepared to hold such a meeting.
