„Local authorities in London are preparing to send thousands of homeless families to live in temporary homes outside the capital, in defiance of ministerial demands that people should continue to be housed locally.

Councils are acquiring properties in Kent, Essex, Hertfordshire, Berkshire, Sussex and further afield to cope with an expected surge in numbers of vulnerable families presenting as homeless as a result of welfare cuts from next April.

They say rising rents in London coupled with the introduction next April of stringent benefit caps leave them in an impossible position, with no option but to initiate an outflow of poorer families from the capital by placing homeless households in cheaper areas, often many miles from their home borough. Draft guidance issued by ministers in May says councils must „as far as is reasonably practicable“ offer accommodation for homeless families within the borough.“

„[…] Wir halten an einer Kreuzung mit See-Blick. Hier im Admiralsvägen [Admirals-Weg] wohnen 13 Familien in einigen der teuersten Villen Schwedens. Eigentlich alle hier haben ihren Reichtum geerbt. Am weitesten verbreitet ist die Berufsgruppe „Risiko-Kapitalist“, und die meisten haben, mit wechselndem Erfolg, versucht, dem Finanzamt zu entkommen. Wirtschaftsstraftaten sind üblich, aber es gibt auch andere Formen der Kriminalität. „Verkehrsstraftaten sind ziemlich verbreitet, die Leute hier mögen es zu rasen, sowohl mit dem Auto als auch mit dem Motorboot, und das häufig betrunken“ berichtet Martin Fredriksson. Dann wird es Zeit, in den sicheren Bus zurückzukehren. Bei der Abfahrt vom Admiralsvägen klatscht ein letztes Ei auf die Fensterscheibe. Ein schwarzes Auto blockiert die Weiterfahrt. Meter für Meter fährt es im Zickzack vor uns her. Jemand läßt die Autonummer überprüfen [so etwas kann man als Privatperson in Schweden, A.d.Ü.]. Der Wagen ist auf einen bekannten Direktor zugelassen, der kürzlich zu einer Bewährungsstrafe und einer Geldbuße verurteilt wurde. Aber bald hat der Fahrer es satt und wir können heimwärts fahren. Danach gibt es Kaffee und ein Quiz. Als wir die idyllische Saltsjöbaden-Landschaft hinter uns gelassen haben, herrscht eine beinahe alberne Erleichterung im Bus. Für die meisten von uns war dies ein Besuch eines ziemlich unbekannten Ortes, bewohnt von der vielleicht raubgierigsten Spezies.«

Als Resümee läßt sich sagen: mit wenig Aufwand und viel Phantasie kann man erstaunliche Resultate erzielen. Die Idee einer »Safari durch die Territorien der Reichen und (angeblich) Schönen« lädt direkt zur Nachahmung ein. Solsidan ist überall.“

„Some Solsidan residents have even shown their distaste by throwing eggs at the tour bus as it passes.

„It is sad that adults use their time and money to come out here and look,“ said one teenage resident to local paper Nacka Värmdö Posten (NVP).

„I don’t understand what those communists are doing here. It is hardly our fault that they are poor,“ another said, eggs at the ready.

One angry resident filed a complaint to the police, citing intrusion of privacy.

The group behind the venture calls on prospective sightseers to develop their „hate“ of the class system, which has in effect, led to Solsidan residents showing a hate of their own.

Though aware that the tour in itself is a provocation, and that their talk of „nurturing one’s class hatred“ also could induce bad feeling, Barot told DN she felt that the reaction was „unproportional“.

“We have unfortunately received racist, sexist and hateful comments from young people who live in the area. It is terrible to read what they write, but it also shows that it is important to raise this question, for their attitude comes from somewhere,” Barot said to the paper.“

Ein Gespenst geht um in den Städten!

FREE OZ’ ART AND ACTIVISM

Am 3. Februar 2011 beginnt ein Verfahren gegen Hamburgs bekanntesten Graffiti-Künstler. Bereits acht Jahre seines Lebens saß Oz im Gefängnis. Nun droht ihm eine weitere, im schlimmsten Fall mehrjährige Haftstrafe für seine künstlerische Tätigkeit. Oz wird dabei nicht nur als einzelner Streetart-Aktivist, sondern stellvertretend für Graffiti als kriminalisierte Form urbaner Kunst verfolgt. Die aktuellen Vorwürfe sind meist banal. Vielfach geht es um „Straftaten“ wie die Verschönerung der Rückseite von Verkehrsschildern oder das Anbringen von Aufklebern an Automaten. Kriminalisiert wird Oz ganz offensichtlich nicht für diese Taten, sie erscheinen einfach zu unaufdringlich, sondern für sein Gesamtwerk.

Gemessen am Bekanntheitsgrad dürfte Oz einer der erfolgreichsten Grafiker und Maler aus Hamburg sein. In ganz Europa kennt man seine Smileys und sein Logo, welches in Hamburg allgegenwärtig erscheint. Wo andere Künstler_innen umworben und vereinnahmt werden, die Stadt versucht, deren kreativen Ruhm für den Standort und die Marke Hamburg zu vermarkten, wird im Fall von Oz mit beispielloser Repression reagiert. Der Grund ist einfacher Natur: der Hauptteil seiner Arbeiten entzieht sich einer ökonomischen Verwertung.

In Boulevard-Medien wurde er in den vergangenen Jahren mit dicken Schlagzeilen als „Außenstehender“ und „Bedrohung der Gesellschaft“ diffamiert. Seine Arbeiten werden aus diesem Blickwinkel nicht als Bereicherung für die Menschen dargestellt, sondern als diffuse Gefahr für die Allgemeinheit heraufbeschworen. Das Urbane wird in dieser Deutung jenseits eines historischen Begriffes der Freiheit von Stadtluft zu einer sehr deutschen Form von Schicksalsgemeinschaft, der es sich unterzuordnen gilt. Menschen, die auf ihre Autonomie beharren oder einfach sperrig sind, werden dabei als zu bekämpfende Abweichung betrachtet.
Einerseits offenbart sich darin eine uralte, tiefsitzende bürgerliche Verachtung gegenüber anderen Lebensentwürfen, andererseits fehlen die Voraussetzungen, die Bedeutung kultureller Ausdrucksformen zu verstehen, die sich ökonomischer Sinnhaftigkeit scheinbar verweigern. Doch da die Gesetzmäßigkeiten des Kunstmarktes sich auch in jene Bereiche erstrecken, die versuchen sich ihm entziehen, ist ein Teil der Arbeit von Oz inzwischen durchaus auch in Ausstellungen und Galerien gelandet. Er steht damit in der Tradition von umstrittenen Künstlern wie Gérard Zlotykamien oder Harald Naegelie,

Dass „vergnüglicher Vandalismus“ Kunst darstellen kann, wittert sogar das Flaggschiff hanseatischer Lesekultur, die Zeit. Wird dort doch ein anderer Street-Art Aktivist regelrecht gefeiert: „Mit Banksy wurde der urbane Vandalismus unterhaltsam, wie kein anderer versteht er sich darauf, die ödesten Städte in lustvolle Ausstellungsräume zu verwandeln.“ Analogien sind ein gefährliches Pflaster und obwohl Smileys auf Stopschildern der Ironie von Bansky durchaus entsprechen, soll es nicht darum gehen, die Arbeiten beider zu vergleichen. Doch wer mag, stelle sich vor, Bansky hätte nicht im hippen London, sondern im schillernden Hamburg gelebt. Die Hamburger Staatsanwaltschaft hätte ihn durch 12 MEK Beamte observieren lassen, vor Gericht erfolglos nach Möglichkeiten gesucht, ihm als „notorischen Sachbeschädiger“ die Schuldfähigkeit abzusprechen und ihn damit als Triebtäter zu klassifizieren und mit Sicherheitsverwahrung zu bedrohen. In den Medien wäre sein Urteil hämisch mit „Graffitis nur noch im Knast“ begrüßt worden und er hätte große Teile seines Lebens in Haft verbracht.

Wir fragen uns, wo liegt das Verbrechen beim Zeichnen eines Smileys auf einen Stromkasten oder eine leere Wand? Wie lässt sich verstehen oder erklären, dass ein Mensch deshalb eine in der Summe mehrjährige Haftstrafe erhält, welche von der Dauer einer juristischen Schwere von Taten wie Mord oder Totschlag gleichkommt? Eine Gesellschaft, die dies bejaht oder zulässt, bewegt sich nicht nur jenseits rechtlicher Minimalstandards, sondern ist in jeder Hinsicht autoritär und inhuman, Sie begegnet der elementarsten aller Freiheiten mit einem der schwersten aller Mittel: Dem Recht auf Sichtbarkeit, Sprache und Selbstdeutung der eigenen Existenz mit langjährigem Freiheitsentzug und dem Gebot des Schweigens.

Der juristische Exorzismus, mit dem die Zeichen Oz ausgetrieben werden sollen, geht einher mit einem zunehmend repressiveren Begriff von Stadt und öffentlichem Raum. Kameraüberwachung, staatliche und privatisierte Kontrolle, Sauberkeit und Ordnung als Messpunkte subjektiver Sicherheit durchdringen den öffentlichen Raum. Parolen, Bilder, Plakate, Demonstrationen oder Straßentheater sind Bestandteile des öffentlichen Lebens.

Das meiste davon wird in den Innenstädten mittlerweile verboten, um einen reibungslosen Konsum zu perfektionieren. Im bürgerlichen Verständnis von Freiheit soll ökonomisch-rational gehandelt werden und Selbstverwirklichung erfolgt durch Arbeit und Warenkonsum. In den surrealen Botschaften von Oz liegt eine subtile Widerstandshandlung gegen Zwänge die mit solchen Normen verbunden sind. Sie sprechen eine verborgene Verweigerungshaltung an, eine innere Abwehr gegen die Aufgabe nonkonformer Individualität durch Selbsteinordnung in städtische Ordnungs- und Kontrollräume. Sie verweigern sich dem Diktat einer Funktionalität und Verwertung im Kapitalimus.

Menschen wie Oz gehören nicht in den Knast, sondern zum Leben in der Stadt. Sie sind wichtig, weil sie sich zeigen und einem Gewaltverhältnis, das uns in Form von nackten Wänden und schreiender Werbewirklichkeit umgibt, nachdenkliche Muster und Formen verleihen. Oz verleiht der Architektur der Stadt dabei eine Würde, die von Goldgräberstimmung und Investorenlandschaften, wachsender Stadt und Sicherheitsbedürfnissen längst vergessen und verdrängt wurde. Er gibt dem Bedürfnis nach Leben eine Sprache, die von den Mauern wiederhallt, kopiert wird und sich weiterverbreitet.

Das „Gespenst“ ist für den französischen Philosophen Jacques Derrida, das einsickerrn eines toten Zeichens in einen lebendigen Diskurs. In „Marx Gespenster“ ist es die Idee der Gerechtigkeit. Es gibt Menschen, die Marx vergessen lassen wollen, aber seine Gespenster werden sie nicht los. Sie „transformieren“ sich, niemand kann sagen, wann und wo sie auftauchen, doch sie kommen immer wieder. Auch die Symbolwelten von Oz trotzen der repressiven Wirklichkeit und vervielfältigen sich. Sie beschwören Unsicherheit in den Augen von Ordnungsfanatiker_innen und eine Kulisse des Begehrens für andere.

Sie erzählen nichts über die Urheberschaft oder eine Handlung von Oz, sondern davon, dass die Stadt kein toter Ort von Sachzwängen ist. Der Schriftzug Oz, die Smileys und Kringel sind künstlerischer Protest für Urbanität als Begriff von Freiheit gegenüber dem vermeintlich Notwendigen. Es gibt über 100 000 Oz Graffitis, sie sind in anderen Städten in Europa aufgetaucht und entstanden auch während seiner Haftzeit. Es ist nicht die Person, die jetzt verurteilt werden soll, sondern der Versuch, Gespenster zu vertreiben, die Aufbegehren gegen die scheinbare Alternativlosigkeit einer bestehenden Ordnung und Weltsicht. Eine Weltsicht, welche die Ökonomie zu einem Fetisch, Sinn und Zweck erklärt, dem sich das Politische, die Kunst und das Leben in der Stadt unterzuordnen haben. Darin besteht die Subversivität der Smileys, das entgrenzte Strafbedürfnis, die Hysterie gegen die sich gespensterhaft verbreitenden Zeichen und den Menschen Oz.

Wir fordern Freiheit für Oz und die Einstellung seines Verfahrens, weil jeder andere Zustand staatliche Gewalt als Modell und Kitt des gesellschaftlichen Zusammenlebens befördert und den Verlust von individueller Freiheit zugunsten der Zwänge einer ökonomischen Schicksalsgemeinschaft bedeutet. Wer Oz aus dem Bild der Stadt vertreiben will, will nicht ihm alleine die Sprache rauben, sondern allen, die versuchen, sich neu zu erfinden und sich jenseits bestehender Normen ausdrücken wollen.

All in the Name of the Beautiful Gain

A ZACF statement on the 2010 Soccer World Cup in South Africa

The 2010 Soccer World Cup must be exposed for the utter sham that it is. The ZACF strongly condemns the audacity and hypocrisy of the government in presenting the occasion as a “once-in-a-lifetime” opportunity for the economic and social upliftment of those living in South Africa (and the rest of the continent). What is glaringly clear is that the “opportunity” has and continues to be that of a feeding-frenzy for global and domestic capital and the South African ruling elite. In fact, if anything, the event is more likely to have devastating consequences for South Africa’s poor and working class – a process that is already underway.

In preparing to host the world cup the government has spent close to R800 billion (R757 billion on infrastructure development and R30 billion on stadiums that will never be filled again), a massive slap in the face for those living in a country characterized by desperate poverty and close to 40% unemployment. Over the past five years the working poor have expressed their outrage and disappointment at the government’s failure to redress the massive social inequality in over 8000 service delivery protests for basic services and housing countrywide. This pattern of spending is further evidence of the maintenance of the failed neoliberal capitalist model and its “trickle down” economics, which have done nothing but deepen inequality and poverty globally. Despite previous claims to the contrary, the government has recently admitted this by doing an about turn, and now pretends that the project was “never intended” to be a profit making exercise [1].

South Africa desperately needs large-scale public infrastructure, especially in the area of public transport which is in some cities, including Johannesburg, is almost entirely absent. The Gautrain, which was launched on Tuesday the 8th June (just in time for the big event) is probably the biggest irony here: in a country where the large majority rely on unsafe private mini-bus taxis to travel long distances on a daily basis, the Gautrain offers high speed, luxury transport for tourists and those travelling between Johannesburg and Pretoria… who can afford it if a single trip between the airport and Sandton will set you back a massive R100. The same picture reveals itself everywhere: the Airports company of South Africa (ACSA) has spent over R16 billion on upgrading the airports, the commercialised South African National Road Agency Ltd (SANRAL) has spent over R23 billion on a new network of toll roads – all of which will implement strict cost-recovery measures to recoup the billions spent, and most of which will be of little benefit to poor South Africans. All over the country municipalities have embarked on urban regeneration schemes… accompanied by corresponding gentrification schemes, as the government attempts to hastily paper over the harsh South African reality. Over 15 000 homeless people and street children have been rounded up and dumped in shelters in Johannesburg alone, in Cape Town the municipality has evicted thousands of people from poor areas and squatter camps as part of the World Cup vanity project. The City of Cape Town (unsuccessfully) attempted to evict 10 000 Joe Slovo residents from their homes in order to hide them from the tourists travelling along the N2 highway, and elsewhere they are being removed to make space for stadiums, fan parks or train stations [2]. In Soweto, roads are being beautified along main tourist and FIFA routes, while adjacent schools sport broken windows and crumbling buildings.

Although many South Africans remain unconvinced, others are inundated and swept along by the deluge of nationalist propaganda aimed at diverting attention from the circus that is the World Cup. Every Friday has been deemed “soccer Friday”, in which the “nation” is encouraged (and school children forced) to sport Bafana-Bafana t-shirts. Cars are kitted out in flags, people learn the “Diski-dance” which is performed regularly at every tourist restaurant, and buy Zakumi mascot dolls. Anyone sceptical of the hype is denigrated unpatriotic, the prime example being when appeals were made to striking South African Transport and Allied Workers Union (SATAWU) workers to shelve their concerns “in the national interest” [3]. In a context where close to a million jobs have been lost over the course of the past year, government celebrations that the world cup has created over 400 000 jobs are empty and insulting. The jobs that have been created in the run up have been mostly casual or “Limited Duration Contracts (LCD’s)”, taken by workers that are not unionised and paid well below the minimum wage.

Apart from the repression of unions, social movements have received similar hostility from the state, which has unofficially put a blanket ban on all protest for the duration of the event. In fact there is some evidence that this has been in place since as early as the 1st March. According to Jane Duncan:

A snap survey conducted at the end of last week of other municipalities hosting World Cup matches revealed that a blanket ban on gatherings is in operation. According to the Rustenberg municipality, ‚gatherings are closed for the World Cup‘. The Mbombela municipality was told by the SAPS that they were not going to allow gatherings during the World Cup. The Cape Town City Council claimed that it continues to accept applications for marches, but indicated that it ‚may be a problem‘ during the World Cup period. According to the Nelson Mandela Bay and Ethekwini municipalities, the police will not allow gatherings over the World Cup period [4].

Although it is clear that the constitution, often hailed for its “progressiveness” is far from the guarantor of freedom and equality that government claims it to be, this new form of repression is clearly in contradiction with the constitutional right to freedoms of expression and gathering. However, social movements in Johannesburg including the Anti-Privatisation Forum and several others have not given up so easily, having managed to get authorization for a protest march on the day of the opening with the help of the Freedom of Expression Institute. However, the march is being forced to be held three kilometres from the stadium where it will not attract the sort of media attention the government is worried about.

Not only has the state been repressively severe on the poor and any anti-World Cup demonstration or activity, all within the guise of painting South Africa as a host flinging its arms open in invitation to those flocking to its upmarket hotels, bed-and-breakfasts and cocktail lounges, but it does so under the guidance of Sepp Blatter and Friends’ legal criminal empire called FIFA (wonderfully referred to as THIEFA by the Durban Social Forum). Not only are they expected to benefit from a 2010 windfall of nearly € 1.2 billion, but have already gained over € 1 billion from media rights alone.

The stadia, and areas around the stadia, which were handed over to FIFA for the duration of the tournament (“tax free cocoons” literally creating FIFA-controlled and monitored areas exempt from normal taxation and other state laws), and all routes to and from the stadia have been forcibly cleared of anyone selling non-sanctioned FIFA products and those eking out an existence in squatter camps along airport roads. As such, people who would have banked on World Cup sales to boost their survival incomes are left out in the ‘trickle down’ cold.

FIFA, as sole owner of the World Cup brand and its spin-off products, also has a team of approximately 100 lawyers scouring the country for any unauthorised selling of these products and marketing of the brand. These products are seized and sellers are arrested despite the fact that most in South Africa and on the continent purchase their products from the informal trading sector, ars very few have R400 to dole out on team t-shirts and other gear. It has also has effectively gagged journalists with an accreditation clause that prevents media organisations from bringing FIFA into disrepute, clearly compromising freedom of press [5].

The major irony is that soccer was once truly the game of the working class. Viewing games live at stadia were cheap and easily accessible to people who chose to spend 90 minutes forgetting about the daily drudgery of their lives under the boot of the boss and the state. Today professional football and the World Cup bring exorbitant profits to a small cabal of a global and domestic elite (with billions spent unnecessarily and in a time of a global capitalist crisis) who charge patrons thousands of rands, pounds, euros, etc. every season to watch disgustingly overpaid footballers fall and dive all over manicured pitches at the slightest tug and who squabble, via parasitic agents, over whether or not they are deserving of their huge salaries. A game, which in many respects maintains its aesthetic beauty, has lost its working class soul and has been reduced to just another set of commodities to be exploited.

Bakunin once said that “people go to church for the same reasons they go to a tavern: to stupefy themselves, to forget their misery, to imagine themselves, for a few minutes anyway, free and happy”. Perhaps, amongst all the blindly nationalistic flag waving and vuvuzela-blowing, we can add sport to his equation and that it might seem easier to forget than to actively partake in combating injustice and inequality. There are many who do though, and the working class and poor and their organisations are not as malleable to illusion as government would want to believe. From temporary squatter camp constructions at the doors of the stadia, to mass protest and demonstrations, to countrywide strike action, unsanctioned or not, despite the taunts and jeers and the labels of being “unpatriotic”, or blanket bans on freedom of speech, we will defiantly make our voices heard to expose the terrible inequalities characterising our society and the global games played at the expense of the lives of those upon whom empires are built and will be, ultimately, destroyed.

3.) Obwohl es an Scharf Links einiges zu kritisieren gibt muss mensch diese bzw. ihre Herausgeberin Edith Bartelmus-Scholich gegen den derzeitigen Angriff der Klassenjustiz – ohne irgendwelche Vorbedingungen zu stellen – verteidigen (Quelle: Avanti, Dezember 2009):

„Edith Bartelmus-Scholich, linke Sozialistin und als solche Herausgeberin der Internet-Zeitung scharf-links, erhielt am 16.11.2009 einen Strafbefehl von der Staatsanwaltschaft Krefeld über 12 000 Euro. Außerdem wurde vom Präsidenten des Oberlandesgerichts Düsseldorf eine Klage wegen Verleumdung eingereicht.

Scharf-links hatte einen Beitrag von Genossen der Roten Hilfe zum Prozess gegen Faruk Ereren gebracht, den der OLG-Präsident Düsseldorf als unzutreffend anficht. Ereren soll angeblich u. a. der verbotenen türkischen Revolutionäre Volksbefreiungspartei-Front (DHKP-C) angehören, die des „Terrorismus“ beschuldigt wird.

Der Text der Roten Hilfe, der auf scharf-links veröffentlicht wurde, enthält einen Satz, der nach Auffassung des OLG den Schluss zulässt, ein Richter habe die Sommerpause des Gerichts dazu genutzt, den Angeklagten länger in Beugehaft zu halten. Hierin wird eine Verleumdung gesehen.“

4.) Der NPD-Blog berichtet über tier- und umweltschützende Nazis und über die Haltung der NPD & Co. zur Minarett-Abstimmung in der Schweiz:

„Im Sommer noch hat die extreme Rechte in Deutschland den umstrittenen Sieg von Amtsinhaber Ahmadinedschad bei den iranischen Präsidentschaftswahlen gefeiert. Der “Irre aus Teheran” steht bei den Paranoiden in Europa wegen des ähnlich wahnhaften Antisemitismus hoch im Kurs. Immer wieder war daher von einer internationalen Querfront gegen den Westen, speziell die USA und Israel geträumt worden; für den “Kampf der freien Völker”, für Ethnopluralismus, für völkische Ideologie.

Von einer solchen Querfront ist zurzeit nicht mehr viel zu vernehmen, denn für die extreme Rechte hat sich eine ungeahnte Option aufgetan: Populistische, rassistische Volksbegehren. Nach dem überraschenden Erfolg der Initiative für ein Minarett-Verbot in der Schweiz übertreffen sich Rechtsradikale in Deutschland mit Ankündigungen, wonach hier ebenfalls eine solche Abstimmung stattfinden solle. Wie die Marktschreier wollen nun alle das Orgiginal sein (dabei haben es die Schweizer erfunden). Daher wird nun gegen alles gehetzt, was auch nur im Entferntesten mit Burka, Koran oder Lahmacun zu tun hat (bzw. ähnlich schmeckt).“
