Zum Hintergrund des anstehenden Streiks bei der Royal Mail

A letter from a postman

A Royal Mail worker describes the background to the 2009 national strike vote, including details of how managers have been manipulating the figures to justify cuts.

Old people still write letters the old-fashioned way: by hand, with a biro, folding up the letter into an envelope, writing the address on the front before adding the stamp. Mostly they don’t have email, and while they often have a mobile phone – bought by the family ‘just in case’ – they usually have no idea how to send a text. So Peter Mandelson wasn’t referring to them when he went on TV in May to press for the part-privatisation of the Royal Mail, saying that figures were down due to competition from emails and texts.

I spluttered into my tea when I heard him say that. ‘Figures are down.’ We hear that sentence almost every day at work when management are trying to implement some new initiative which involves postal workers like me working longer hours for no extra pay, carrying more weight, having more duties.

It’s the joke at the delivery office. ‘Figures are down,’ we say, and laugh as we pile the fifth or sixth bag of mail onto the scales and write down the weight in the log-book. It’s our daily exercise in fiction-writing. We’re only supposed to carry a maximum of 16 kilos per bag, on a reducing scale: 16 kilos the first bag, 13 kilos the last. If we did that we’d be taking out ten bags a day and wouldn’t be finished till three in the afternoon.

‘Figures are down,’ we chortle mirthlessly, as we load the third batch of door-to-door catalogues onto our frames, adding yet more weight to our bags, and more minutes of unpaid overtime to our clock. We get paid 1.67 pence per item of unaddressed mail, an amount that hasn’t changed in ten years. It is paid separately from our wages, and we can’t claim overtime if we run past our normal hours because of these items. We also can’t refuse to deliver them. This junk mail is one of the Royal Mail’s most profitable sidelines and my personal contribution to global warming: straight through the letterbox and into the bin.

‘Figures are down,’ we say again, but more wearily now, as we pile yet more packages into our panniers, before setting off on our rounds.

People don’t send so many letters any more, it’s true. But, then again, the average person never did send all that many letters. They sent Christmas cards and birthday cards and postcards. They still do. And bills and bank statements and official letters from the council or the Inland Revenue still arrive by post; plus there’s all the new traffic generated by the internet: books and CDs from Amazon, packages from eBay, DVDs and games from LoveFilm, clothes and gifts and other items purchased at any one of the countless online stores which clutter the internet, bought at any time of the day or night, on a whim, with a credit card.

According to Royal Mail figures published in May, mail volume declined by 5.5 per cent over the preceding 12 months, and is predicted to fall by a further 10 per cent this year ‘due to the recession and the continuing growth of electronic communications such as email’. Every postman knows these figures are false. If the figures are down, how come I can’t get my round done in under four hours any more? How come I can work up to five hours at a stretch without time for a sit-down or a tea break? How come my knees nearly give way with the weight I have to carry? How come something snapped in my back as I was climbing out of the shower, so that I fell to the floor and had to take a week off work?

So who’s right? Are the figures down or aren’t they? The Royal Mail couldn’t lie, could it? Well no, maybe not. But it can manipulate the figures. And it can avoid telling the whole truth.

One thing you probably don’t know, for instance, is that the Royal Mail is already part-privatised. It goes under the euphemism of ‘deregulation’. Deregulation is the result of an EU directive that was meant to be implemented over an extended period to give mail companies time to adjust, but which this government embraced with almost obscene relish, deregulating the UK mail service long before any of its rivals in Europe. It means that any private mail company – or, indeed, any of the state-owned, subsidised European mail companies – is able to bid for Royal Mail contracts.

Take a look at your letters next time you pick them up from the doormat. Look at the right-hand corner, the place where the Queen’s head used to be. You’ll see a variety of different franks, representing a number of different mail companies. There’s TNT, UK Mail, Citypost and a number of others. What these companies do is to bid for the profitable bulk mail and city-to-city trade of large corporations, undercutting the Royal Mail, and then have the Royal Mail deliver it for them. TNT has the very lucrative BT contract, for instance. TNT picks up all BT’s mail from its main offices, sorts it into individual walks according to information supplied by the Royal Mail, scoots it to the mail centres in bulk, where it is then sorted again and handed over to us to deliver. Royal Mail does the work. TNT takes the profit.

Die United Front-Regierung im damaligen Ceylon, bestehend aus Sri Lanka Freedom Party (SLFP), Lanka Sama Samaja Party (LSSP) und the Communist Party of Sri Lanka (CPSL) feiert ihren Amtsantritt 1970. Diese „Linksregierung“ schlug (mit Unterstüzung eigentlich aller „Schurkenstaaten“: Indien, USA, Sowjetunion, VR China, etc.) den JVP-Aufstand 1971 nieder und war auch nicht gewillt, in ihrer Amtszeit (bis 1977) der tamilischen Minderheit autonomierechte zuzuerkennen:

Streik bei der Royal Mail in Stoke-on-Trent und Alderley Edge

100 in der CWU organisierte ArbeiterInnen der britischen Post sind in Burslem/Stoke-on-Trent in den Streik getreten, um gegen die Entlassung von 12 KollegInnen im Zusammenhang mit der diesjährigen Tarifauseinandersetzung bei der Royal Mail zu protestieren und deren Wiedereinstellung zu erreichen. Die Entlassungen zeichnen sich durch einen gewerkschaftfeindlichen Charakter aus; ein (buntes) Flugblatt der CWU zu dem auf einen Zeitraum bis zum 2. Januar befristeten Ausstand gibt es hier.

Ebenfalls im Streik sind 15 CWU-Mitglieder in Alderley Edge/Cheshire, welche gegen die Schliessung des lokalen Posteinrichtungen in dem 4000 EinwohnerInnen zählendem Ort protestieren. Die Durchsetzungsmöglichkeiten für die Forderungen der streikenden KollegInnen scheinen dabei recht gut zu sein, da es Rückhalt aus der lokalen Community gibt und andererseits zur Weihnachtszeit die Royal Mail sich nicht das Geschäft verderben lassen will.

Urabstimmung der CWU-Mitglieder nimmt Angebot an – PCS-Mitglieder stimmen für Streik

Die Mitglieder der PostlerInnengewerkschaft CWU haben in einer Urabstimmung mit 64% Ja-Stimmen bei einer Wahlbeteiligung von 64% den zwischen CWU-Führung und Royal Mail ausgehandelten Tarifkompromiss angenommen, woraufhin sich sowohl CWU-BürokratInnen, wie auch Royal Mail und Regierung zufrieden zeigen. Die Annahme des eine Lohnerhöhung unterhalb der Inflationsrate und Klauseln über einen Einstieg in weitere Flexiblisierungen beinhaltenden Tarifvertrages beendet einen sich über Monate erstreckenden Tarifkonflikt, welcher auch so erfreuliche Erscheinungen wie eine Reihe von wilden Streiks (vor allem in Liverpool) und Ansätze zur Organisierung einer klassenkämpferischen innergewerkschaftlichen Opposition (siehe auch hier) unter PostlerInnen beinhaltete.

Streikrundschau Britannien

Die Mitglieder der traditionell etwas kämpferischeren Gewerkschaft PCS („White collar worker“, v.a. in der zentralen Staatsverwaltung und der Wohlfahrtsverwaltung und den „Jobcentern“) haben sich laut einer Meldung von LibCom in einer landesweiten Urabstimmung mit 68% der abgegebenen Stimmen für einen Streik zur Verteidigung bisheriger Jobstandards, für eine über der Inflationsrate liegende Lohnerhöhung und gegen Privatisierungs- und „Rationalisierungsmassnahmen“ ausgesprochen, wobei die Gewerkschaftsführung um den „linken“ Generalsekretär Mark Serwottka offenbar versucht, aktivere Teile der Basis auszubremsen, während linke Basisstrukturen innerhalb der Gewerkschaft wie der PCS Socialist Caucus auf eine schnelle Mobilisierung drängen.

CWU Rank and File

Dem Tarifabschluss bei der Royal Mail kritisch gegenüberstehende CWU-Mitglieder haben jetzt eine Webseite zur Mobilisierung der Gewerkschaftsbasis namens CWU Rank and File ins Leben gerufen. Auf dieser wird zum einen primär auf die Hauptkritikpunkte an diesem Kompromisses (Verschlechterung bei den Pensionen, Flexibilisierungen und inflationsbereinigte Lohnsenkungen) hingewiesen und darüber hinaus angemerkt, dass auch die von PostnutzerInnen befürchteten Postamtsschliessungen sowie der von der Post intendierte Abbau von 40.000 Stellen damit nicht von der Tagesordnung verschwunden sind. Zum anderen wird der Versuch unternommen, Basismilitante und Linke innerhalb der CWU zu sammeln; anders als in anderen Gewerkschaften im TUC gibt es derartige Strukturen in der CWU derzeit kaum.

Interview mit einem CWU-Vorstandsmitglied zum Tarifabschluss bei der Royal Mail

David Warren ist eines von fünf Mitgliedern der Minderheit im Vorstand der britischen PostlerInnengewekschaft CWU, welche dem Tarifabschluss mit der britischen Post nicht zugestimmt haben. In einem Interview mit der linksgewerkschaftlichen Webseite Solidarity Trade Union Magazine ruft er zum Aufbau einer breit angelegten innergewerkschaftlichen Bewegung gegen die Annahme des Ausverkaufes bei der anstehenden Urabstimmung über die Tarifeinigung auf.

Stellungnahmen gegen den Deal CWU-Royal Mail und ein ambivalenter wilder Streik in Carlisle

Ein Flugblatt der AWL und eine Erklärung der Socialist Party, welches zur Ablehnung des Flexibilisierungen ermöglichenden Tarifabschlusses zwischen CWU und Royal Mail und zur Weiterführung der Streikaktionen aufrufen … nicht die gesammte britische Linke schaut derzeit nur noch gebannt wie das Kaninchen auf die Schlange auf den Schwergewichts-Titelkampf SWP vs. Galloway-Fanclub innerhalb von RESPECT.

Scheisse mit Zucker bleibt Scheisse – der Tarifabschluss Royal Mail-CWU

Seit gestern liegt eine genaue Stellungnahme der CWU zum Tarifabschluss mit der britischen Post zur Abwürgung der Streiks bei der Royal Mail vor. Auf Grund der hiermit nun tarifvertraglich abgesegneten Flexibilisierung, welche auf lokaler Ebene ausgehandelt werden sollen und der nun festgeklopften Minderung bisheriger Standards bei der Neueinstellung kann mensch das Ganze eigentlich nur ablehnen. Dazu zwei Stellungnahmen von der WRP und von der AWL.

Poststreik in Britannien … Ergebnis der Tarif-Einigung soll heute verkündet werden … oder auch nicht

Nachdem sich Royal Mail und CWU-Bürokratie schon vor mehr als einer Woche auf einen Tarifabschluss geeinigt haben und währenddessen eine Reihe von wilden Streiks für Hoffnung sorgte, soll heute das genaue Ergebnis (des Ausverkaufs) verkündet und der Mitgliedschaft der CWU zur baldigen Urabstimmung vorgelegt werden. Nach der Einschätzung der GenossInnen von LibCom gibt es eine steigende Unzufriedenheit an der CWU-Basis mit der Hinhaltetaktik „ihrer“ Gewerkschaftsführung und selbst im CWU-Vorstand abweichende Meinung zum Tarifabschluss. Weiterhin wird in dem genannten Artikel spekuliert, dass sich CWU-Boss Billy Hayes mit der Herbeiführung des Tarifabschlusses für einen Regierungsposten an der Seite von Gordon Brown qualifiziert hat und damit in die Fußstapfen des ehemaligen CWU-Vorsitzenden und jetzigen „Labour“-Staatssekretär für Gesundheit Alan Johnson treten könnte …

Wilde Streiks bei der Post in Liverpool beendet – Streik der „Mental Health Nurses“ in Manchester

Der Wildcat Strike der PostlerInnen in den 21 Verteilerzentren in Liverpool wurde heute beendet, offenbar plant die Royal Mail hier keine Disziplinarmassnahmen. Immer noch ausstehend ist der genaue Text der Vereinbarung zwischen CWU und Royal Mail, über welchen die 130.000 Mitglieder der Gewerkschaft in einer Urabstimmung befinden müssen.

In den („offiziellen“) Streik getreten sind dafür heute 700 in der UNISON organisierte Krankenschwestern und -Pfleger im Gesundheitsbereich in Manchester, um die Wiedereinstellung ihrer entlassenen Kollegin, der aktiven Gewerkschafterin Karen Reissmann zu erkämpfen.

Wilde Streiks der Posties in Liverpool gehen weiter – Unmut an der CWU-Basis

Auch heute werden wieder alle 21 Verteilerzentren der Royal Mail in Liverpool von den ArbeiterInnen bestreikt, während sich offenbar gleichzeitig anwachsender Unmut an der Basis der Post-Gewerkschaft CWU mit der Hinhaltetaktik und Informationspolitik der Gewerkschaftsführung gegenüber der eigenen Mitgliedschaft artikuliert, da die CWU-Bürokratie immer noch keine klare Stellungnahme zu ihrer „Einigung“ mit der Royal Mail abgeliefert hat.

Tarifabschluss bei der Royal Mail: Nichts genaues weiss mensch nicht

Während die KollegInnen in Liverpool auch heute ihren wilden Streik fortsetzen werden und dies (neben der Unzufriedenheit mit den neuen, hinter ihrem Rücken eingeführten Schichtplänen) auch gerade mit dem mangelden Informationen seitens der Gewerkschaftsleitung begründen, hält sich die CWU bedeckt und gibt auf ihrer Homepage nur ein nichtssagendes Statement zum Besten und kündigt für heute eine Stellungnahme an.
