Nachfolgend dokumentiert ein Kommentar von Manfred Scharinger von der RSO in Österreich zum NATO-Beitritt Albaniens, … auch Nexhmije Hoxha, die Witwe von Enver Hoxha, sprach sich dafür aus:

Albanien wird NATO-Mitglied

Der NATO-Gipfel in Bukarest stand ganz im Zeichen der Diskussion um eine Erweiterung des westlichen Militärbündnisses. Die 26 NATO-Mitgliedstaaten sprachen sich in dem am 3. April eröffneten Gipfel von Bukarest für eine Aufnahme von Albanien und Kroatien ins Bündnis aus. Da der Beitritt noch von jedem Mitglied ratifiziert werden muss, wird er voraussichtlich erst in etwa einem Jahr vollzogen und wirksam werden.

Für Albanien ist die Aufnahme in die NATO ein wichtiger Schritt in der seit Jahren verfolgten Integrationspolitik und ein großer Erfolg für die seit 2005 amtierende konservative Regierung Berisha. Diesen Erfolg hat die Regierung auch bitter nötig, denn der „Reformbedarf“ ist nach wie vor enorm, der „Kampf gegen die Korruption“, der für den Wahlsieg Berishas wichtig war, ist nach Ansicht vieler Albaner/innen ins Stocken geraten. Die Tragödie von Gerdec in der Nähe von Tirana, bei der am 15. März 2008 eine Fabrik explodierte, in der Sprengstoff von den umgebenen Metallen getrennt wurde, hat sinnfällig gezeigt, wie fahrlässig Privatfirmen in Regierungsauftrag mit dem Leben der Menschen spielen: Bei minimalen Sicherheitsstandards arbeiteten nicht nur Kinder auf dem Gelände, selbst primitivste Sicherheitsvorkehrungen dürften missachtet worden sein und zur Explosion geführt haben, die ein ganzes Dorf vernichtete und nicht nur bislang 25 Menschen das Leben kostete, sondern auch 300 Häuser vollständig vernichtete und weitere 2.800 (zum Teil) schwer beschädigte.

Jahrhunderts.

Im aktuellen ak wird sich u.a. mit dem „Fall Wegner“ und dem Herumeiern der deutschen Linken zur Frage der Unabhängigkeit des Kosov@ beschäftigt.

Ein Beitrag zur Diskussion um die „Unabhängigkeit“ des Kosovo

Der folgende lesenswerte Diskussionbeitrag wurde vor zwei Wochen von Manfred Scharinger von der Revolutionär Sozialistischen Organisation (RSO) aus Österreich verfasst und stellt gut dar, dass die „nationale Frage“ auf dem Balkan nicht im nationalstaatlichen Rahmen lösbar ist und dass die vor einigen Tagen ausgerufene Unabhängigkeit des Kosovo zum einen keine wirkliche ist und zum anderen die Probleme in der Region tendenziell verschärfen wird. Eine weitere Frage, die in diesem Zusammenhang aufgeworfen werden sollte ist, ob ein positiver Bezug – wie teilweise und mit gebotener Vorsicht beim Autor des nachfolgenden Texts – auf ein eventuelles nationales Selbstbestimmungsrecht im Kontext kapitalistischer und poststalinistischer Staatlichkeit überhaupt noch möglich ist. Ebenfalls verwiesen sei in diesem Zusammenhang auf die von dem serbischen Internationalisten und Sozialisten Dimitrije Tucovic 1914 verfasste Studie Serbien und Albanien.

Ein Protektorat wird in die „Unabhängigkeit“ entlassen
Zur Entwicklung in Kosova/Kosovo

Die neue Regierung von Kosova/Kosovo unter Hashim Thaçi wird in Kürze einseitig die Unabhängigkeit erklären. Diese wird dann umgehend von den USA und der überwiegenden Mehrheit der EU-Staaten anerkannt werden. Nach den Präsidentenwahlen in Serbien vom 3. Februar 2008, die mit einem knappen Sieg von Boris Tadic endeten, ist auch eine von seinem Kontrahenten Borislav Nikolic nicht ausgeschlossene serbische Militäraktion unwahrscheinlich geworden. Das kosovarische Parlament arbeitet mit Hochdruck an der Verabschiedung einer Verfassung und gibt den staatlichen Hoheitssymbolen den letzten Schliff.

Die EU hat sich auf die Einsetzung einer Zivil-Verwaltung in Kosova/Kosovo verständigt. Die „EULEX“-Mission wird aus 1.800 Polizist/inn/en und Rechtsexpert/inn/en bestehen und soll nach einer mehrmonatigen Übergangszeit die bisherige UN-Verwaltung UNMIK ablösen. Die EU-Botschafter/innen einigten sich weiters auf die Einsetzung eines Sonderbeauftragten, der nach der offiziellen Unabhängigkeitserklärung bestellt werden dürfte. Die Weichen sind also gestellt, der Prozess nicht mehr aufzuhalten. Grund genug, sich etwas detaillierter mit dieser Entwicklung und den Argumenten pro und kontra Unabhängigkeit auseinanderzusetzen.
